The ThinkTank will comprise a range of people from various backgrounds and with particular areas of expertise and experience related to the 4IP project. These could include finance and venture capital, new media start-ups, social entrepreneurship, technology and platform innovation, and experience of working with public finance partners. We also hope it will include people who are inspired by what we’re setting out to do: creating new and sustainable ways of delivering public service media for a post-broadcast world.

Last night’s launch of the C4 programme “Can’t Read Can’t Write” seems to me a good example of where conventional broadcast media can reach a broad audience and an IP based link running in conjunction the programme can engage those who are interested and involved enough to participate at a deeper level - in this case in dealing with adult literacy.

    A creative IP-based post broadcast or in broadcast linkage is a good way to bring people into an adult learning programme - both teachers and pupils.

    There are some obvious issues on first consideration but going online has the huge advantage of providing anonymity for vulnerable non-readers. A non reader may prefer to remain nameless for a period of time - clever use of the web could make engagement less threatening than going to a council office to say outloud “My name is Peter, I am 48 and I can’t read or write” - just imagine yourself having to do it for a moment.

    Creative use of icons and imagery (the sort of creativity which was in evidence at 2gether08) ought to make it possible to guide a future reader to a PC in a library where simple mouse clicks could fire up video about ways to take reading and writing lessons. Access could be easily provided in the workplace. Schools might be able to provide discrete access - there are enormous possibilities to engage the previously unengageable despite the lack of a written medium.

    Looking forward future, interactive TV operating systems “press the red button” will become more sophisticated and allow the broadcast process to “capture” and the IP process to “filter” so that issues can be dealt with beyond the half hour slot. There are fantastic possibilities in this area alone.

    Incidentally advertisers and vendors have their part to play in both ends of the process - especially when an IP filter distils from an audience those people with the most apparent need for a service or product. The whole process has the makings of a virtuous circle.

    TV and IP working together ought to make communication heaven and if the idea of reaching non readers through the PC screen works because of the value of single private view video and anonymity then I am sure the 2gether08 team can shine their collective intelligence and creativity on any number of pressing social issues.
